If a war were in the offing, the justification would be made public, (so that our allies would come on board), but the military plans would remain secret.

The plans are being kept secret. Nobody is saying what we will do or when. The fact that there appears (to some observers, not you) to be unusual movements doesn't really tell anybody anything of substance, except warn Saddam that if he's thinking of a pre-emptive strike of his own, he's screwing with his heartbeat.

Please note that the administration started making the case last week, when Rice gave an interview to the BBC. Cheney's speech to the VFW is clearly part of making the case. The flurry of "leaks" over the past few weeks is also part of making the case.

You don't find it persuasive. I do. Such is politics.

(Actually the first shot across the bow, IMO, was Laurent of Arabia's "leaked" Powerpoint show about Saudi Arabia as the "kernel of evil.")
