this month, the seasonal adjustment factors grossly inflate the numbers for shipments and new orders. last month, they deflated the same numbers. unfilled orders and inventories don't have the same wildly varying numbers month-to-month in either the unadjusted series or the statistically massaged series. perhaps, having four years of bust (98), boom/bubble (99-00), and bust again (01) have rendered seasonal adjustments useless.
