Actually I don't think Bush would have done anymore than what Clinton did. It was Bush (not Clinton) who showed Saddam an unwillingness to go into Iraq, when he was there with an overwhelming army at this disposal. Why would Saddam think anything other than?

Saddam KNEW Clinton would, and he capitalized on it, which is why we are where we are today.

This is what I mean. Clinton this, Clinton that...liberals this, liberals that...but of course Bush 41 would have, certainly, without question...all evidence to the contrary. All of which calls for extraordinary clairvoyance and speculation.
