Killing these people will not by itself improve the conditions that create more people like them. To start with, for each country that the US deals with, is to ask, what does "justice" demand ? Not "what is the US economic interest?" and certainly not how to curry favor with some ethnic voting block. Like Cuba policy being held hostage to Miami hispanics. And there are other examples of course. But this is just a pipe dream. It won't happen.
