My understanding is that what window dressing there is, only happens at the end of each quarter. It's the perception of the mis-informed that may drive prices at the end of each month causing an end of month "mark-up". Very few money managers I know of have any incentive for performance on a monthly basis. I would becareful on basing any buying based on a perceived window dressing event that may or may not happen.
