There is a difference between acts committed by foot soldiers caught up in the horror that is war and acts initiated by political leaders sitting safely at home.

Calley committed a crime. There were mitigating circumstances. It is not certain what could reasonably be expected from an average, law abiding US citizen placed in those circumstances.
