My impression is he's fully-scripted at all times, and kept from any honest press conference, out running or talking to friendly, controlled audiences. The battle playing out is among the mandarins in the back rooms using press releases to send messages and test the Congressional and international players while they make their deals. Junior isn't even allowed to see the protesters... That takes an amazing amount of control of venue, police, and media. Looks like they are up to the job, tho', so far ... Truly an all-powerful central government. It's awesome. Maybe it'll be entertaining in some political history class 40 years from now ... Funny thing is, take away the punch bowl and 3/4 of these government operatives would have to find gainful employment (or Enron-type employment, more likely)
