I would tell the children that there are a lot of people who don't like American POLICY.

Personally, I don't believe that this is an important lesson to draw from 9/11.

The main reason is that it smacks of blaming the victim. The persons who died were not personally responsible for American foreign policy. Thus, to equate the attacks with our foreign policy is to make a leap of logic that I cannot make, and would not care to make.
