I think you are confused. If Jim were speaking of Clinton, he would not have said:

"watch for a charismatic leader who speaks of peace, disarmament, support for United Nations initiatives, sharing the world's wealth and resources"

but instead:

"watch for a charismatic liar who speaks of piece, disrobing, support for United Nations interns by sharing the President's "wealth" and its "resources"
