Truman didnt recognize the qualitative weapons difference of nukes but who would have until the first one was used.

There is little doubt that the atomic bombs saved many more lives (both Japanese and American) than they killed. The Japanese were prepared to defend their homeland to the death as kamikazes until Truman shocked them and their Emperor into reality. The only criticism I have of Truman is whether he acted too hastily in dropping the second bomb. However, like today's case of Bush and the intelligence he has on Iraq which we are not privy to, I am willing to give him the benefit of the doubt.
