Sometimes proponents of the 'human rights' campaign talk as if being for human rights will improve our relations with the Arab States. Not so -- it didn't with the USSR, and it won't with the Arab states. Being for human rights will not improve our relations, but only increase the hostility.

What is a BIG switch (and I think David Warren is onto something here) is implementing a pro human rights policy, not with Jimmy Carter do-goodism, but the heavy guns of realpolitik. Since human rights are not in the interest of the existing governments, nothing will change without force or the credible threat of force.

But I find it unlikely because I don't see either the oil industry mentality or the neocon mentality that appears to dominate it moving in that direction.

I actually don't see the "oil industry mentality" as having much influence. Cheney is not reflecting it, and he's the natural guy to do so. Those boys will come out ok no matter how the chips fall imo. The neocon mentality, however, has moved, not because of a sudden devotion to human rights, but because of a realization of how harmful the league of radical Arab regimes and their allied terrorists had become to our interests. The only campaign that will move the Arab states in a more positive direction involves improvements of local governance and human rights. The difference with the Carter administration is, the neocons realize that certain people have to be shot first.
