Vestigial Side Band is a very old, analog TV-term. in contrast to mobile systems, TV networks are broadcasting networks and receivers don't move around. Error control by requesting for a retransmit of data is not possible in broadcasting networks, but is in point-to-point networks, that is, broadcasting networks must be capable of "degrading softly" for both static and dynamic changes in the channel. (demands complex channel coding to ensure a minimum of picture quality even when the signal is severely degraded) Both are cellular systems.
