TV broadcast is acutely sensitive to the peak to average power ratio. Switching to COFDM from VSB would require me to lower my average power and shrink my coverage just to keep the FCC off my back. By many accounts, 8VSB gains equal multipath footing by adding RF equalization at the front end. American's aren't swapping out our TV sets at breakneck pace because we can't justify spending $3,000 for something we can't record onto a tape.
