ROFL. Unlike other states, Belgium still has laws protecting the citizens. For instance, no one can be held under suspicion beyond 48 hours, at which time they must be accused of a felony.

Concerning the Belgian Surete, a search on Google including CIA and Gladio will explain how US has dismanteled the local counter-intelligence.
Not speaking of the US paid destabilization of the country (housing the NATO) and attempted coup d'Etat (Groupe G and Groupe Chaussee de Vleurgat) directed to overthrow the very institutional kingdom.

Lack of means ensuing the distrust of the government in the Surete has lead the Surete to only infiltrate and control Muslim terrorist groups which exist in Belgium (PLO had it's first foreign official bureau in Brussels).
OTOH, 15% of population are Muslim (North-African or Asian migrants) and a larger amount of illegal refugees.
About 700K illegal Afghani are hoevering around North of France and Belgium, attemting to reach UK where legislation is much more accomodative.
Thank you US. Now, start bombing Iraq, and we will get 500K or 1 mil more Iraqi illegals hovering around, also attempting to enter the UK.
Meanwhile, for Belgium alone, you may evaluate that to the 10 mil. pop. you must add 10% Muslim illegals, mostly desperate young men, field for fundamuntalist recruiting and criminality.

To the nurtiring field of criminality, please add Balkan refugees (those you see on TV boarding the Italian coasts, which end up in Belgium trying to get over to UK), Russian and Rumanian maffia (which handle in slavery and refugees), uneducated legal North African, Turkish Anatolians, Kurds, Asian migrants...
You can add this up to roughly 2 million desperate people living from crime in a small kingdom of 10 mil. pop. (with outdated(?) citizen protection laws).

Remains:
it is true that Belgium is a "safe-haven" for most terror groups, this is due to the position of Belgium at the crossroads of all major European routes and proximity of the borders.

Solution would be to arrest all (the well known) activists.
But... the smallest police intervention on any of the groups causes rebellion of large groups (mostly called by the -Saudi Arabian paid- Muslim muftis) and severe destructions to whole parts of cities.

Who will pay for that?
How many cops you want us to hire?
Is the solution in an US "surgical" bombing of Belgium?
Nah! No US bombing in Belgium, MI works with outdated maps, they could bomb the NATO by mistake as usual.

Solutions envisioned:
- make UK join the Schengen area (and let the illegals travel freely to UK)
- common European measures against illegals (halt them on their entry point in the EU), but who is gonna pay surveilance of Italian and Spanish coasts? Where should the refugees camps be settled?

Easy to accuse Belgium.
This note anyway, German or French Activists would go undercover in Belgium.
Italian activists would go undercover in Switzerland or France, and so forth. When you are illegal, your base would be in another country than the one you are active in.

As in WWII, there are many regions in Europe where no intelligence or police work is made: French Vosges, Italian Abruzzes, ....
