If he uses the threat of enormous legal expenses to break free of constraints that have been routinely imposed on others for the good of the community and its members so that he can continue harassment? Yeah, I'd call that blackmail. What do you call it?

There are lawyers on this site who have been suspended and took it like men. He could have accepted the restraints placed on him (which weren't that onerous and were amply justified) and moved on.
