Why would it not be slander (or libel)? Saying that about anyone except the few it is true of appears to me to be prima facie slanderous.

And it would almost certainly be a TOU violation. The only situation where it wouldn't be would be if the person had publicly posted such on SI. Even then, SI Admin might call it harassment.
