Home vacancy rates generally are in the 1% to 2% range. Which is why I was alarmed at the 9% claim.

Apartments of course have a much higher rate.

Browsing the site will provide some context for these claims based on a one data-point trend.

The homeowner vacancy rate, at 1.8 percent, was down a statistically insignificant 0.1 percentage point from the third quarter of 2001 but was up 0.2 percentage point from the fourth quarter of 2000. The 2001 fourth-quarter national rental vacancy rate, at 8.8 percent, increased a statistically insignificant 0.4 percentage point from the previous quarter and was up 1.0 percentage point from the same quarter of 2000.
