Considering the injuries that result, it is more than appropriate. Keeping down head injuries will result in more than safeguarding children, it will also keep down the lawsuits. I don't know how aware you are of skateboarding culture. We have a lot of skate shops in our town, and many boys here have been injured, some very seriously, on skateboards. They seem far more dangerous that bikes, partly because when you fall, you often tip backwards and hit the back of the head.
