The problem with that, as I see it, is that the more responsibility you take away from somebody, the less responsibility they exert in other areas. It becomes a path to total dependency, which I do not think is a good thing.

Yes, it's a shame if children suffer because of the irresponsibility of their parents, but it has always happened, and will always happen. And if parents get the idea that THEY are REALLY responsible for their children, they are more likely to go ahead and exercise that responsibility.

Also, this will be a fertile ground for neighborhood feuds. "911. What is your need?" "I just saw Bobby Richard's mom letting him skateboard without a helmet. You need to go arrest her. That will serve her right for letting her ShihTzu dig up my dahlias yesterday."
