It's been congress that has held up the Apache sale, not the DoD or the administration, and it dates to 1994

...and Congress would be approving this long-delayed sale right about now if Kuwait were adamantly opposing our policies, for what reason exactly? Just pure coincidence? Do you smell a little quid pro quo going on? I sure do. It's a fairly elite club of Friends of America that has these particular Apaches, after all.
