Bush is also the gutless wonder who shelved the Clinton Administration plan to send troops into Afghanistan to root out Al Qaeda. I'm not sure why you are so obsessed with petty politics. Clintons only plans were to get into as many panties as possible, while he was in the White House. He had a chance to root out Al Qaeda and never seized it.
