Whereas I am sure that Canadian politicians have NEVER used the US for partisan purposes. Correct?

Not that the US is necessarily right in the dispute. Just pointing a cheap shot.

And you never have answered this question (posed differently before):
Let's say that Canada imposed a 200% duty on all US software. And refused to budge.
What choice would the US have but to appeal to the WTO?
