I remember seeing such memorials decades ago. They are quite common in many countries. I see some value in a marker to indicate a traffic death. Piles of stones or ceramic pieces or a simple cross are a good thing in that they warn us all about the dangers of the highways and, I suppose, a remembrance for the family can be helpful. But they shouldn't be done is such a way that they need to be maintained or are visited in lieu of gravesites. That's too much of a distraction. It would be ironic and very sad if the presence of the memorials caused death to others.

As for plastic flowers, I don't think there's an appropriate place for them anywhere on the face of this Earth.
