It is a matter of strategic value, not raw numbers. Just as we needed to prevent the bulk of the Earth's oil reserves from falling into Soviet hands, we needed to maintain open trade with nations producing rare metals used in making various kinds of steel alloys, for high tech (including weapons and delivery systems); nations that provided harbor for our far- flung Navy; nations that traded in uranium; and other places with commodities or geographical features that could make a big difference in our strategic situation......
