We are the ones who get to decide who is allowed to have power and who is not allowed to have power, and how much each of them can have. With nukes, Saddam would have a power that we find unacceptable. We seek regime change because we will not permit a hostile oil-rich country in the middle east to have nuclear capability -- that is it.
