Your response has NOTHING TO DO WITH THE DIFFERENCE in the FERC under Clinton vs. Bush (43).

California's deregulation plan was approved without a dissenting vote in 1996. This means that the current AG and Lt. Gov. (both Democrats) voted for the bill (as did Tom Hayden). California's plan was then approved by a FERC where ALL MEMBERS WERE CLINTON APPOINTEES. Governor Davis complained to the FERC in July, 2000 that CA energy markets were broken, (even complaining, I think, about out of state energy merchants) and asked for help ( the FERC still were all CLINTON APPOINTEES). In August 2000, Governor Davis asked President Clinton for help. By the time President Bush was sworn in, PG&E and SCE were basically broke.
