But certainly not unprecedented. I was in Stadt Wehlen, a village located in the Elbe river valley about 30 miles east of Dresden, a few years ago. I was amazed to find a plaque mounted high up the outside wall of a building bearing the inscription, "High water mark - 1854." The plaque was at least 100 feet higher than the river located about 200 yards down the hill from me! I understand this old record level was slightly exceeded by the recent flooding. That must have been one hell of a storm 150 years ago because this was long before the headwaters were hemmed in.
