It was Anthony Zinni, President Bush's special envoy to the Middle East, who first posed the politically incorrect question of whether the administration's zeal to go to war against Iraq is being driven by civilians who have never been in battle — otherwise known in some mischievous quarters as "chicken-hawks."

Zinni is a retired Marine Corps general who believes that finishing the war on terrorism and negotiating a peace plan in the Middle East has a higher priority than forcing Saddam Hussein from power. In a speech in Florida, he noted that all the former generals surrounding Bush — Brent Scowcroft, Norman Schwarzkopf, Secretary of State Colin Powell and himself — are not convinced that a pre-emptive strike against Saddam makes sense.

"It might be interesting to note that all the generals see this the same way and all those that never fired a shot in anger are really hellbent to go to war," Zinni told the Tallahassee Democrat.
