I would think it is much simpler than that. The system knows where you are in general terms just by which BTS(s) you are using. No GPS required for that. Maybe someone knows if it is simple to pass that information on to the app or not.

I do know I get local weather when I access Vision, but I have not been out of town yet, so I don't know if the weather information will follow me or always be my home area.
