It was called the "oil for food" program and the US was "encouraged" to provide the technology for Iraq to continue to pump that oil.

Otherwise, the sanctions against Iraq would have completely failed over international pressure against the perception that the west was causing Iraqis to starve.

And the US was essentially the sole arbiter of who purchased that Iraqi oil, and/or who sold equipment to Iraq.
