From the beginning of 2000 (when electricity was $43.80/MWH) to December 31, 2000 (when electricity "skyrocketed" to $292.10) President Clinton was President. I can tell you, at that time, the Chairman of the FERC was a Democrat and 3 of the 4 voting members were Democrats, and ALL were appointees of President Clinton.
Further, I've got news for you: The price of electricity of often well above $292 for much of the SUMMER OF 2000.
