OTTAWA - Citing security concerns, the Canadian government is now requiring citizens of Saudi Arabia to obtain a temporary resident visa in order to enter Canada.

Immigration officials said the decision was made because of the Saudi passport's vulnerability to abuse. Officials said the Saudi passport is a target for people trying to enter Canada illegally.

"The decision to lift the visa exemption was not made lightly nor in isolation," said Minister of Citizenship and Immigration Denis Coderre.

"We sought an appropriate balance between facilitating the entry of legitimate travellers and protecting the integrity of Canada's immigration program."

Temporary residents face a number of conditions, including one requiring that they voluntarily leave Canada at the end of their visit.

There are currently 146 countries whose citizens are required to have a visa in order to travel to Canada.

Previously, Saudi citizens were able to enter Canada through a visa waiver program. The new rules are in line with visa policy for Saudi citizens in the United States.

The U.S. has been pressuring Canada to tighten security policies since the Sept. 11 attacks.

While Canada's Foreign Affairs Ministry says bilateral relations with Saudi Arabia have "continued to flourish," relations have been sour for over a year.

About 18 months ago, Canadian businessman William Sampson was arrested in Saudi Arabia in connection with a bombing in Riyadh.

Saudi Arabia's Crown Prince Abdullah called off a trip to Canada last May after Sampson claimed he was tortured in jail.

Authorities in Canada and in Saudi Arabia later said Sampson was injured when guards tried to stop him from committing suicide.
