I'd say that while 'negotiations' with Congress and allies are underway, a series of search & destroy missions is underway, essentially doing 3 things:

- eliminating air defenses, so Hussein will feel very very vulnerable

- eliminating anything resembling a WMD

- demonstrating we'll enforce the sanctions aggressively and effectively.

This way, by the time Congress and the allies sign on, Hussein will be like a turtle on his back.

I think the show of force is the real game plan: make 'em see how hopeless the situation is BEFORE a single division sets foot within the 'fly' zone, and push Iraqis to launch a coup. They'll have every incentive to do so.

Once again, the air war strategy is being further refined and utilized in a wholly new way. It'll be labelled as 'enforcement', but its goal is regime change before November.
