I actually work as an IT Director, and mine and several of the companies I know can really only hold off spending for another six months.

The major problem is that it's very difficult to tell. IT is recognized as an important cog in business, yet it has become the whipping boy for the cutting of expenditures in many companies. In mine, we plan to increase IT spending very soon.

In the specific case of Sun, they would do very well to go after the government and join the military crusadists in their quest to rid the world of irrelevant third world dictators. They could always provide a secure backbone for the current government to implement whatever the proverbial "flavor of the month" is.
