President Clinton was well aware of CA's energy problems. In fact, he was CA during the crisis (at the Democratic Convention). Further Gov. Davis sent him two letters (one in July, and one in August) stating that CA's energy markets were broken - and asked for help. President Clinton responded by ordering that Federal Offices and installations reduce power consumption by 5%, and allocated a few million dollars to assist poor and elderly rate payers in San Diego. Are you trying to say that Governor Davis would have opposed President Clinton declaring a state of emergency in CA's electric grid??!!! Anyway, I thought that the name of the FERC is the Federal Energy Regulatory Commission.

Please name the "Clinton" Head of the FERC who started the process of Federal intervention of California's Energy Crisis? Please tell me what he did to start the process of Fed intervention.

You should know, that in its first 3 months in office, I don't believe there was any difference between Bush and the outgoing Clinton Administration...when it came to the CA energy crisis. According to Gray Davis, the Clinton Administration's policy was to let the (CA electricity) market work itself out. The first couple months of the Bush Administration just continued this policy.
