The simple explanation is that most of the planes are bait. Junior W Bush was decided to have some American or English pilots killed so that he can channel President Johnson at the Gulf of Tonkin and get a war started before there are elections which look to be disasterous for his party. The cynical callosness of the action is below a level of ethics we associate with Saddam.
