One can lose many battles, and still keep fighting a 'war'.

The US has had problems with asymetrical warfare before... as have the Soviets.

If the fundimentalists turn this thing around so that America is perceived as an 'enemy' of Islam, or an enemy to the Arab man on the streets... then a near perminent war will be the result, and the terrorists will have achieved their main goal - that of solidifying their base.
