Thats the Jim Baker approach as enunciated op ed NYTImes a few weeks ago. Yes the UN needs to create a resolution. But bombing a suspected target is not enough. The resolutoin must allow inspectors with no obstruction or else. Of course Saddam wont allow this. The problem with bombing alone is that most of the WMD sites are not known to us. Mike
