Iraq is a signatory to the Nuclear Non-proliferation Treaty. By actively pursuing nuclear weapons, Iraq has violated international law.

The reason SH gets away with murder, is because without the threat of coercion, international law is mere paper. Toothless, is the word.

Nations cooperate under the hodge podge of mutually arrived at agreements called "international law" out of self interest. There is no device to magically make a nation come into line with IL. When IL is violated (violated meaning contravened against the self interest of the other concerned parties) the only recourse is coercion. Economic, military, or both.
