ABSTRACT AS INTRODUCED:
Expresses the sense of the House of Representatives that the President should urge the Government of South Africa to indicate its willingness to negotiate with the black majority by: (1) granting unconditional freedom to Nelson Mandela; (2) recognizing the African National Congress; and (3) establishing a framework for political talks.

There were probably a variety of reasons for voting against the resolution and there were other votes regarding sanctions that year (HR4868, for example, which passed the house over Reagan's veto 313-83). Seems he had company too, including at least 63 Democrats. Shame on the lot of 'em, I guess. I wonder what their reasons were for their votes - if they remember.

I also wonder why it's wrong to intervene when a corrupt madman threatens his country's people, not to mention his neighbors and others, but it was wrong NOT to intervene on behalf of the oppressed peoples of SA. We should only intervene when the country is run by people who are only a threat to their own people and against whom economic sanctions and diplomatic pressure might work?
