Depends on the horse. Some you can and some you can't.

We have an Arabian dressage mare and in dressage you can't move your hands. It's all weight transfer and knee pressure.

With cutting horses, they cut cattle from the herd, the rider is just along for the ride.

Saddles mainly protect the horses back.
