Ah, I see the "Fourth International" are the followers of Leon Trotsky. Their reading list includes their National Secretaries examination of theoretical conflicts within the German Social Democratic Party in the 1890s.

What an eccentric little group they must be.

Back to your claims:

China and Vietnam and Cambodia did fall out and fight wars with one another. The US didn't discourage them. Though I believe we provided no tangible support for either side.
