The real issue is not the relative merits of addictive substances, but whether the financial incentives to get people hooked can be broken. A great deal of progress has been made by making nicotine expensive, but not expensive enough for the illegal trade to overwhelm the regulated trade. The financial incentives to get people hooked on hard drugs could be removed in a variety of regulations and programs and it would go a long way toward reducing the problems associated. Of course it would eliminate a lot of law enforment beuracracy at the same time. TP
