I did not argue that there was no impairment, just that it was not much.

I do not worry about Peruvian Indians chewing coca leaves, or a shaman using peyote buttons. I worry about the effects of highly potent processed derivatives (like heroin and crack) in circumstances that are not guarded, as when people are on the job. In the case of alcohol, I am arguing that it was too integral to our culture, and too easy to get, for prohibition to have had much impact. When you can make elderberry wine and bathtub gin, what is the point?
