The US and the USSR were in the midst of a titanic struggle. Afghanistan was used to defeat the USSR. I think that the decision (on the part of the US) was correct.

The use of the word "cynically" and "taunted" are editorial license on the part of the author and are not descriptive of the event. In particular, "cynical" refers to the belief that people are motivated by selfish concerns. That's inaccurate use of the language even disregarding the facts in the case. Maybe the word he's looking for is "selfishly", or perhaps "coldly", which refers to "lacking emotion" or "objectively". "Taunting" means to "reproach in a mocking, insulting, or contemptuous manner", and is also a rather poor choice of words. Maybe the word he wants is "tempted", "invited", "lured" or "provoked".

Maybe the author's understanding of English is equal to his understanding of international relations.
