Naw... Arizona hasn't come close to using it's alotment... it'll be California that gets whacked first. Downtown Phoenix homes flood their freakin lawns every out of the canal! Fagetabout runnin out. They'll outlaw lawns, etc first. Besides any water problems will hit development first... ie. no new building.
