Even Ritter said that when UNSCOMM tried to inspect those sites as identified by Israeli intelligence, Iraq blocked inspections and staged public demonstrations at others. It just goes go to show that the prior inspection regime was ineffective as Iraqi officials were tipped off by friendly countries within UNSCOMM. Since you're trying to locate and destroy military facilities and components, you're going to have to employ intelligence sources from various means, including US, British, Israeli, and German intelligence. I can see that you're coming from the position that you don't want Iraq's nuclear, chemical, and bio weapons discovered and destroyed.
