I have, and I stand by my statement that Cheney was dead wrong about California electricity. Refer to this PDF chart that shows the "Cheney" spike in 2001 applications, followed by a crash in applications in 2002, with 5 withdrawals of 2001 applications. energy.ca.gov

The plants that were completed in 2001 were approved several years before the Cheney comment. You don't build a power plant in one year. They are not that significant because some of them are replacing less efficient aging plants or are being built to rely less on out of state power.

Another factor is that Bush's best friend "Kenny Boy" Lay's Enron is no longer able to manipulate the electricity market in California. Thomas White, who was the mastermind behind the manipulation, is now the Secretary of the Army. Kenny Boy recommended him, and Bush complied. It had nothing to do with Lay being Bush's main donor though.
