You don't build a power plant in one year. They are not that significant because some of them are replacing less efficient aging plants or are being built to rely less on out of state power. Another factor is that Bush's best friend "Kenny Boy" Lay's Enron is no longer able to manipulate the electricity market in California. Thomas White, who was the mastermind behind the manipulation, is now the Secretary of the Army. Kenny Boy recommended him, and Bush complied. It had nothing to do with Lay being Bush's main donor though. Del
