I agree but I think this role must change when it comes to wars/invasions that are deemed 'preventative'. The international community better learn how to get the UN Security Council to more than just bark. It needs bite.

The UN has been irrelevant but Bush administration realizes you open a pandora's box if we invade Iraq preventatively without getting some kind of international approval. India could invade Pakistan under the same reason. Others could follow.

So Bush now (correctly) re-positions to get UN to follow up on Iraq or the US will enforce the UN resolutions by itself.

The UN must change with the times. In the past decade, the US has involved itself in reaction to troubles and invasions and has a good record in each of these times (except Somalia).

But preventative action is a different game. The UN needs badly to become 'relevant'...
