I am sure it is adaptive to drive out or destroy people who would be a "drain" on a primitive society. In a very primitive society it would be impossible to carry people who did not produce their "fair" share through lean times. So perhaps we need to struggle now to overcome that programming. We have been civilized humans for a very short time, compared to the time our ancestors spent scrabbling. People have come a long way in their treatment of children and adults with serious disabilities. Things have changed a lot from my childhood, and for the better.
